GLENDALE
II: DAMAGED TO MANAGED

New Castle County Dept. of Special Services
A portion
of the Glendale II community suffered severe flood damage resulting
from repeated storms over multiple years. Under the leadership of
the County Executive and Council President, with the support of
County Council, a plan of action was developed and funded.
A design
build approach was selected as the best way to address the complex
issues associated with this fast track project. The team of Duffield
Associates, Inc. and Corrado American, Inc. was selected and, working
with New Castle County Department of Special Services and DelDOT,
an expedited plan was developed which included:
- Demolishing
7 severely damaged townhomes
- Constructing
an on-site stormwater management pond
- Rehabilitating
a malfunctioning stormwater management pond in the adjacent community
of Kensington which flows onto Glendale II
- Constructing
new storm sewers in Glendale II
- Directionally
drilling a new storm sewer outfall under adjacent Route 40
Factors
adding to the complexity of this project included:
- The
need to relocate residents of the townhomes to be demolished
- Working
immediately adjacent to occupied townhomes
- Numerous
utility conflicts
- An
accelerated implementation time frame
The
design and construction of this project were substantially completed
in 7 months for less than the approved budget. The project eliminated
a long standing severe flooding problem, improved and maximized
stormwater storage and runoff quality and provided redundancy and
offsite conveyance to mitigate future flooding and drainage problems
in the community. In addition, the value of the remaining homes
in Glendale II was enhanced by removing the stigma associated with
historic flooding.
This
project was awarded the Honors Award by the American Council of
Engineering Companies-Delaware.
