As international markets changed, Delaware and the Claymont community were left with a sprawling, shuttered steel mill. EnviroAnalytics Group acquired the property with a plan to clean up and redevelop the site into the First State Crossing. As part of that effort, Duffield helped the company enter Delaware’s Voluntary Cleanup Program (VCP), which affords future indemnifications if properly remediated. The site is presently being developed for multiple transportation, corporate, and research uses. Duffield is assisting with the site’s conversion including plans for the reopening of a ship berth and the maintenance of many on-site utilities including the storm water management system, and erosion and sediment quality and control. With Duffield’s assistance, First State Crossing is moving toward serving as a multimodal transportation site where maritime, train, and road systems are integrated with research, commercial and corporate activities. The site may eventually be home to more than 5,000 jobs.
