Project Description

In an effort to meet the compliance requirements of the National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Permit, Duffield authored and coordinated the Storm Water Pollution Prevention and Management Program (SWPP&MP) as well as the Interjurisdictional Agreement (IJA) between the Principal Permittees (New Castle County and DelDOT) and the municipalities categorized as Co-Permittees for this permit. The IJA defined the relationships between Principal and Co-Permitees, specified roles and responsibilities (including monitoring and reporting), financial arrangements and communications. As the lead consultant for these agencies in this effort, we coordinated and led monthly meetings to discuss permit requirements and specifically address each required component in order to develop the SWPP&MP and IJA. Subsequent to those documents, we assisted the Principal Permittees in drafting the required joint annual reports for submission to DNREC’s Surface Water Discharge Section.
